Every member of the City Police Department, while on duty, is hereby authorized to escort any minor child under the age of 17 years found upon any public street, alley or public way or any public establishment within the corporate limits of the city during the prohibitive hours to the Police Department and thereupon contact the parents or legal guardians of said child and request the parents or legal guardians to come to the Police Department and escort the child to his or her home.
