The Part-Time Police Reserves, when functioning as police officers, shall not be considered to be members of the regular Police Department and shall not function on a full-time basis. The Part-Time Police Reserves shall be conservators of the peace and shall have the following powers and duties when on duty:
(A) To arrest or cause to be arrested, with or without process all persons who break the peace or are found violating any city ordinance of any criminal law of the state;
(B) To commit arrested persons for examination;
(C) To direct and assist in traffic control;
(D) To act as watchmen on special assignments;
(E) To assist in parade and crowd control in all large gatherings in and about the city;
(F) To aid in civil defense matters;
(G) To assist in cases of civil disturbances, riots and disasters;
(H) To perform such other related duties as directed by the Chief of Police; and
(I) To serve and execute all warrants for the violation of city ordinances or the laws of the state within the city.

All members of the Reserve Unit shall be subject to the following restrictions.
(A) No employment shall be acceptable which involves the police uniform or police authority without specific permission of the Chief of Police. (This refers to guard duty, handling traffic in a business area, and the like.)
(B) A Reserve Officer, while off duty, will consider themself a private citizen with no more authority than a private citizen. The Reserve Office shall not represent themself to be a Reserve Officer, either to pull over traffic violators or to make arrests. If a Reserve Officer feels that some unusual emergency warrants an exception to this rule, the Reserve Officer shall do so on the Officer’s own responsibility and shall be held personally liable for the results.

All the members of the Part-Time Reserve Unit are subject to the discipline of the Police Department while on duty and shall refrain from any conduct which would embarrass the Department while off duty. Each reserve member will receive a copy of the regular Department manual of rules and regulations and shall be subject to the same standards of conduct as the regular officers.
