(A) No person shall construct, install, maintain or operate a cable system within the city, or within any public ways of the city, unless a franchise has first been obtained pursuant to this subchapter, and unless such franchise is in full force and effect.
(B) Such franchise shall not take the place of any other license or permit which may be legally required of the company in order to conduct such a business, or to construct or install buildings, structures, facilities or equipment within the city.
