§ 120.41 RATES OF FARES.
   (A)   General. No person, firm or corporation owning, operating or controlling any motor vehicle operated as a taxicab within the limits of the city shall charge to exceed the following rates to be determined by the taximeter:
      (1)   Flag rate: this rate is the permitted rate to be charged regardless of distance traveled: $1;
      (2)   For each succeeding one-tenth of one mile or fraction thereof for one person: $0.13;
      (3)   For each one minute of waiting time or fraction thereof: $0.10;
      (4)   For each additional passenger for entire trip: $0.10;
      (5)   Trunks: $0.25;
      (6)   Meter and one-half on all legal holidays;
      (7)    Surcharge on trips in town: $0.10; and
      (8)   Surcharge on out-of-town trips: 10%.
   (B)   Waiting time.
      (1)   Waiting time shall include the time when the taxicab is not in motion, beginning with the arrival at the place to which it has been called, or the time consumed while standing at the direction of the passenger.
      (2)   No charge shall be made for time lost for inefficiency of the taxicab or its operator or time consumed by premature response to a call.
   (C)   Receipts. If demanded by the passenger, the driver in charge of a taxicab shall deliver to the person paying for the hiring of the same at the time of the payment a receipt in legible type or writing containing the name of the owner, or the taximeter number and any items for which a charge is made, the total amount paid and the date of payment.
