Licenses granted under this chapter may be revoked or suspended at any time by the Mayor or the City Council if the vehicle shall not be in good condition and appearance, clean and safe. Licenses when so suspended or revoked shall not be reissued until the vehicle and all appurtenances shall be put in fit condition for use by the public to the satisfaction of the City Council.
