§ 120.23 INSPECTIONS PERFORMED FROM TIME TO TIME; WRITTEN REPORT.
   All taxicabs may be inspected by the officers, agents or employees of the city from time to time and, upon written complaint, shall be inspected as often as necessary. Reports in writing of all inspections shall be made promptly to the City Council.
