The City Clerk shall keep a register of the name of each person owning or operating a vehicle licensed under this chapter, together with the license number and the description, make and necessary dimensions of such vehicles, with the date and complete record of inspections made of it. The records shall be open to the inspection of the public at all reasonable times, and shall be public records, extracts of which may be certified for use as evidence by the City Clerk.
