§ 120.16 INSPECTION BEFORE LICENSING VEHICLES.
   No vehicle shall be licensed until it has been thoroughly and carefully inspected and examined and found to be in a thoroughly safe condition for the transportation of passengers and found to be clean and of good appearance. Such inspection and examination shall be made by the Chief of Police of the city or by a member of the Police Department appointed by the Chief of Police. The Chief of Police shall cause to be examined any taximeter attached to any vehicle and determine its accuracy before issuing a license. In addition thereto no vehicle shall be licensed unless and until the vehicle has been submitted to a safety test and a certificate of safety has been issued by the Division of the State Highway Police of the Department of Public Safety.
