The City Council shall have power to authorize its employees, agents or officers to license and inspect taxicabs, to inspect and seal taximeters, to examine applicants for licenses to drive the taxicabs. The City Council is authorized to appoint or designate the necessary employees, agents or officers to carry out the provisions of this chapter.
