Every public open air parking garage shall comply with the following regulations.
(A) The surface of the area within which vehicles are parked or stored shall be well drained and so constructed or surfaced as to prevent the creation of large amounts of dust.
(B) No refuse, rubbish or junk shall be allowed within the limits of any such garage and each such garage shall be kept neat and clean and in a sanitary condition at all times.
(C) If vehicles are to be permitted to enter or leave such garage during the hours of darkness, adequate lighting shall be provided.
