No person shall engage in the business of an electrical contractor as in § 118.030 of this chapter defined without first having registered with the City Clerk and having paid the registration fee as herein required; provided, however, that, an electrical contractor who is registered in another municipality shall not be required to be registered or to pay the registration fee as provided herein.
