Except for the Chief of the Fire Department, the other officers of the Fire Department shall be appointed and promoted in accordance with the rules and regulations of the Civil Service Commission of the city, and the statutes of the state providing for the administration of civil service in cities, now in effect or hereinafter amended. Paid-on-call officers shall be appointed by the Mayor with the advice and consent of the City Council.
