§ 113.174 “SELLING AT AUCTION” DEFINED.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   SELLING AT AUCTION. All sales of property within the limits of the city by public outcry to the highest bidder, as well as the public offer of property at a price beyond its value then lowering the price or increasing the number of articles until some one accepts the offer of the property as a purchase.
