§ 113.173 DECEPTION OF BIDDERS PROHIBITED.
   Whoever shall exhibit and offer for sale at auction any article and shall induce its purchase by any bidder and shall afterward secretly substitute any other article for the one so exhibited with intent to deceive and defraud the bidder; or whoever shall, while engaged in or about the making of an auction sale, be guilty of any device or trick or other fraudulent practice with intent thereby to deceive or defraud the bidder, upon conviction thereof, shall be fined an amount as provided in § 10.99 of this code of ordinances.
