The terms and provisions of this chapter shall not be made applicable to any activity carried on or operated by a governmental institution or jurisdiction, or by any business or commercial establishment, the regulation or licensing of which is pre-empted by a law or statute of the state. The provisions of this chapter may be waived or suspended for eleemosynary institutions or organizations upon approval by City Council or its designated committee.
