§ 110.24 LIMITATIONS.
   No license for the operation of a commercial establishment in the city shall be issued if one or more of the following conditions are determined by the Mayor, or such other officer as may be designated by the Mayor to exist:
   (A)   The building or premises of the commercial establishment does not comply with the provisions and terms of the Building Code, zoning ordinance, fire regulations, health regulations or with all ordinances and regulations of the city;
   (B)   The building or premises of the commercial establishment are in a condition of being unsanitary or unsafe so as to endanger the public health, safety or welfare of the people; or
   (C)   The owner of the commercial establishment or such legal entity comprising the commercial establishment is indebted to the city.
