Because each commercial establishment located in the city is a basic part of and affects the physical and economic well-being of the city, necessitating services from the city in the form of fire, health, police and other services. Such commercial establishments shall be in all respects in full compliance with the provisions hereinafter contained in this chapter. This chapter is designed to promote, protect and safeguard the public safety, health and welfare of the citizens of the city and to enable the effecting of an accurate record of commercial establishments located and carrying on commercial activities or commerce within the city.
