§ 32.01 COMMUNITY HEALTH COALITION.
   (A)   Short title. This section shall be known and may be cited as “The Blue Island Community Health Coalition Ordinance”.
   (B)   Creation. A Community Health Coalition is hereby created for the city.
   (C)   Membership, appointment, tenure and compensation.
      (1)   Officers of the Coalition shall consist of four to six members to be appointed by the Mayor subject to the confirmation of the City Council. They are: Chair, Co-Chair, Secretary and Treasurer.
      (2)   Officers of the Coalition shall be appointed for two-year terms and limited to serving three consecutive two-year terms.
      (3)   Appointments to fill a vacancy shall be for the remainder of the unexpired terms only.
      (4)   All officers and members of the Coalition shall serve without compensation for their services.
      (5)   Membership to the Coalition is voluntary and open to the public.
   (D)   Organization, bylaws and meetings.
      (1)   The Coalition shall organize by the appointment of a Chair and such other officers as it deems necessary. Such officers shall hold office for a term of two years and may succeed themselves not to exceed three consecutive terms.
      (2)   The Coalition shall adopt such bylaws governing its procedures and regulating its business as it, from time to time, deems proper and necessary, consistent with city ordinances or state laws heretofore or hereafter in force and effect. The adoption and amendment of the bylaws shall be by a majority vote of the members of the Governance Committee of the Coalition. Every member of the Governance Committee of the Coalition shall be furnished with a copy of proposed bylaws or amendments thereto at least ten days prior to any action taken thereon by the Coalition. The Coalition shall keep written records of its proceedings which shall be open to public inspection.
   (E)   Powers and duties. The Coalition shall work in coordination with the city administration to strengthen community health in the city. The Coalition will formulate and carry out specific strategies to achieve this objective. Should at any time the Coalition become a 501(c)(3) organization on file with the Illinois Secretary of State, the Coalition will cease to be a city committee and will be independently governed.
   (F)   Annual report. The Coalition shall submit an annual written report to the City Council not later than March 1 of each year beginning in 2013.
