(A) The Building Department shall cause a thorough sanitary inspection of the entire area within its jurisdiction to be made at least once each year and oftener if necessary.
(B) The inspection shall include all matters affecting the public health and a report of the sanitary conditions disclosed by the inspection shall be made to the City Council and other agencies as appropriate or otherwise required by law.
