Impounded dangerous animals shall be kept at the animal shelter for not less than three days and it shall be the duty of the Animal Control and Welfare Officer to cause notice by telephone and notice by mail upon the registered owner of any licensed animal impounded of such fact, such notice to be mailed within 13 hours from the time of impoundment. Upon payment of costs pursuant to § 90.065 of this chapter, such animal shall be released from impoundment and delivered to the owner thereof.
