§ 90.016 DUTIES OF ANIMAL CONTROL AND WELFARE OFFICER.
   The Animal Control and Welfare Officer shall be a police officer for the purpose of enforcing the provisions of this chapter and shall perform such duties under the supervision of the Chief of Police. Such officer is hereby authorized to make all necessary arrests in enforcing the provisions of this chapter. The duties of the Animal Control and Welfare Officer shall be in addition to the enforcement by the Police Department. Such Officer shall have such other and further powers as are now, or hereinafter may be, provided for municipal pound masters under the statutes of the state and the ordinances of the city.
