§ 72.14 RESIDENTIAL PERMIT PARKING.
   (A)   Definition. For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      PARK. The standing of a vehicle, whether occupied or not, otherwise than when temporarily and actually engaged in loading or unloading of merchandise, property or passengers, and except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer or traffic-control signal or device.
   (B)   Nonresident parking restrictions.
      (1)   It shall be unlawful for non- residents to park any vehicle on any public street or portion thereof on which:
         (a)   The city has acted to prohibit parking by non-residents; and
         (b)   The city has acted to limit parking by non-residents during a certain time period.
      (2)   Appropriate signs shall be erected by the Superintendent of Public Works, informing the public of any parking limitations or prohibitions enacted pursuant to this section.
      (3)   Temporary non-resident parking permits may be issued at the discretion of the City Administrator for licensed caregivers or other temporary visitors assisting city residents for a period not to exceed three months, after an application is made for the same with the City Clerk.
   (C)   Resident parking permits.
      (1)   The city may establish residential parking zones based on geographic locations within the city.
      (2)   Residents living on a public street that is limited to residential permit parking who wish to park on the street shall apply to the city for a residential parking permit at the same time as they apply for their vehicle registration as provided in § 73.02.
      (3)   The City Clerk shall create a uniform application for residential parking permits.
      (4)   The City Clerk shall be responsible for accepting, processing and issuing residential parking permits and temporary non-resident visitor permits and verifying the applicant’s compliance with all other city licensing, certification and registration requirements. No applicant may be issued a residential parking permit that has failed to obtain a city vehicle sticker or who has outstanding city violations, including parking citations. No applicant may be issued a temporary non-resident parking permit without providing the necessary information with his/her application and obtaining approval from the City Administrator.
      (5)   Upon receipt of an application and proof of residence, and verification of compliance with all other city code provisions, the City Clerk is hereby authorized to issue annual residential parking permit decals to residents of the district.
   (D)   Any person found in violation of any provision of this section shall be fined not less than $50 not more than $750 for each offense for each offense. Each day a violation occurs or is allowed to continue shall constitute a separate and distinct offense. Violations of this section shall be administered through administrative adjudication of vehicular regulation violations.
   (E)   Appropriate signs shall be erected by the Superintendent of Public Works on the streets designated above and/or to be designated in the future informing the public that parking thereon is restricted.
