It is the responsibility and duty of the owners of all apartment buildings to maintain their off-street parking facilities and accesses free and clear of all snow in excess of six inches, debris, garbage, garbage containers, abandoned vehicles or any other foreign matter, or material so as to provide the apartment tenants with a free and clear access and use of said off-street parking facilities. No snow shall be plowed or shoveled onto public walkways or streets.
