§ 71.01 SPEED RESTRICTIONS.
   (A)   No person shall drive or operate or cause to be driven or operated any vehicle along, upon or over any street or alley within the limits of the city at a speed in excess of 20 mph.
   (B)   No person shall drive or operate or cause to be driven or operated any vehicle upon any street or alley in the city within a school zone nor drive or operate a vehicle on a local, county, or state roadway on public school property or upon anyy public thoroughfare where children pass going to and from school within the limits of the city, at a speed in excess of 20 mph.
      (1)   For purposes of this section, SCHOOL means the following: a public or private primary or secondary school; a primary or secondary school operated by a religious institution: or a public, private or religious nursery school.
      (2)   For purposes of this section, a school day shall begin at 6:30 am and conclude at 4:00 pm.
   (C)   Any person violating such speed restrictions shall be deemed to have violated this section.
   (D)   Except as provided in subsection (D)(1) a person who violates the school zone speed limits is guilty of a petty offense. Violations of this section are punishable with a minimum fine of $150 for the first violation and a minimum fine of $300 for the second or subsequent violation.
      (1)   A person committing a violation of this section is guilty of aggravated special speed limit while passing schools when he or she drives a motor vehicle at a speed that is:
         (a)   Twenty-six miles per hour or more but less than 35 miles per hour in excess of the applicable special speed limit established under this Section or a similar provision of a local ordinance and is guilty of a Class B misdemeanor; or
         (b)   Thirty-five miles per hour or more in excess of the applicable special speed limit established under this section or a similar provision of a local ordinance and is guilty of a Class A misdemeanor.
   (E)   No person shall drive or operate or cause to be driven or operated any vehicle upon any street or alley in the city within a park zone within the limits of the city, at a speed in excess of 20 mph.
      (1)   For purposes of this section, PARK ZONE means the recreation facilities and areas on any land owned or operated by a park district that are used for recreational purposes, including but not limited to: parks; playgrounds; swimming pools; hiking trails; bicycle paths; picnic areas; roads and streets; and parking lots.
      (2)   PARK ZONE STREET means that portion of any state or local street or intersection under the control of a local unit of government, adjacent to a park zone, where the local unit of government has, by ordinance or resolution, designated and approved the street or intersection as a park zone street.
   (F)   A first violation of the park zone speed limits is a petty offense with a minimum fine of $250. A second or subsequent violation of the park zone speed limit is a petty offense with a minimum fine of $500.
   (G)   All signs erected regarding park zone speed limits and school zone speed limits will be comply with state statute.
