The findings, decision and order of the Hearing Officer shall be subject to review in the Circuit Court of the county in which the city is located. The provisions of the Administrative Review Law, 735 ILCS 5/3-101 et seq. and the rules adopted pursuant thereto, shall apply to and govern every action for the judicial review of the findings, decisions and order of a Hearing Officer under this chapter.
