In all cases where water is to be supplied to any premises for use by a tenant, an application shall first be made therefore in writing by the fee title holder of the premises or the beneficiary of a land trust having power of direction, if title to the premises is held in a land trust. The application shall be made upon forms to be supplied by the Water Department. The applicant shall, by the terms of the application, agree to pay any charges for the water supplied to the premises for use by any occupant or tenant and shall be liable to pay for all water supplied to the premises for use by any occupant or tenant. The payment of water billing is the responsibility of the property owner.
