(A) An opening or excavation in any street, parkway or alley of the city for any purpose whatsoever related to the water system of the city shall only be performed by authorized city employees and plumbers licensed and bonded as required by the city.
(B) Any such opening or excavation shall also be subject to and performed in accordance with the provisions of this code of ordinances and to the provisions of any other ordinance or ordinances now or hereafter in effect relating to street, parkway or alley openings.
