The City Treasurer shall send notice by registered mail to the address of the known owner of each of such bonds as set out in the Treasurer’s records specifying a day not less than 30 days after the date of the notice, upon which the designated bonds will be paid either in full or in part, as the case may be, at the Treasurer’s office and the Treasurer shall also supplement such posted notice by not less than 15 days notice by publication in a newspaper published in this city, of the number of bonds to be so paid, the series thereof, the assessment to which they relate and the particular bonds so selected to be paid if payment is to be made in full or in case a pro rata payment is to be made, naming the particular series upon which the partial payment is to be made, and that the same will be paid at a place to be specified in the notice.
