The City Treasurer is directed and instructed to make a pro rata payment on account of respective outstanding bonds and vouchers issued in anticipation of the collection of the respective installments, of such special assessments, on account of which the monies were collected and received according to the same as if appears from the books and records and from the audit thereof for the fiscal year.
