Should any person or entity dispute in whole or in part, any decision of the Public Works Superintendent made pursuant to the terms of this chapter, he or she may appeal the decision within 30 days to the City Administrator. The decision of the City Administrator shall be binding upon the person making the appeal and the Public Works Superintendent.
