§ 36.01 WARD BOUNDARIES.
   (A)   Wards. The city is divided into seven wards, as follows:
      (1)   First ward. Beginning at the intersection of Division Street and Canal Street; thence south along Division Street to the south line of Calumet Township; thence west along the south line of Calumet Township to the west boundary of Calumet Township; thence west along 135th Street extended and 135th Street in Bremen Township to Mozart Street; thence north along Mozart Street to Broadway Street; thence easterly along Broadway Street to California Avenue; thence north along California Avenue to John Street extended west; thence west along John Street extended following the corporate limits of Blue Island to Francisco Avenue; thence south along Francisco Avenue to 135th Street; thence west along 135th Street to Sacramento Avenue; thence south along Sacramento Avenue to 139th Street; thence west along 139th Street to Cooper Groves Road; thence southwesterly along Cooper Groves Road to Kedzie Avenue; thence south and east along Kedzie Avenue and generally counterclockwise around the city boundary to California Avenue in Bremen Township; thence north along California Avenue to 139th Street; thence east along 139th Street and generally counterclockwise around the south and east city boundary to Interstate 57; thence north along Interstate 57 to Broadway Street; thence westerly along Broadway Street to Canal Street; thence westerly along Canal Street to the point of beginning;
      (2)   Second ward. Beginning at the intersection of Gregory Street and Vermont Street; thence east along Vermont Street to Division Street; thence south along Division Street to the Cal-Sag Channel; thence easterly along the Cal-Sag Channel to Ashland Avenue; thence easterly and southwesterly along the Cal-Sag Channel and generally clockwise along the eastern city boundary to Interstate 57; thence north along Interstate 57 to Broadway Street; thence westerly along Broadway Street to Canal Street; thence westerly along Canal Street to Division Street; thence south along Division Street to the south line of Calumet Township; thence west along the south line of Calumet Township to the west boundary of Calumet Township; thence west along 135th Street extended and 135th Street in Bremen Township to Mozart Street; thence north along Mozart Street to Broadway Street; thence easterly along Broadway Street to California Avenue; thence north along California Avenue following the corporate limits of Blue Island to Vermont Street; thence east along Vermont Street to the G.       (4)   Fourth ward.       (5)   Fifth ward. Beginning at the intersection of Lewis Street and Greenwood Avenue; thence north along Greenwood Avenue to Grunewald Street; thence east along Grunewald Street to Western Avenue; thence south along Western Avenue to Krueger Street; thence east along Krueger Street to Gregory Street; thence north along Gregory Street to 122nd Street; thence east along 122nd Street to Vincennes Road; thence southerly along Vincennes Road to 123rd Street; thence east along 123rd Street extended east to Division Street extended north; thence south along said Division Street extended north and Division Street to the C. R. I. & P. Railroad; thence northerly along the C. R. I. & P.       (6)   Sixth ward. Beginning at the intersection of 121st Street and Western Avenue; thence; thence west along 121st Street to the north and south alley lying between Ann Street and Maple Avenue; thence south along north and south alleys to Cochran Street; thence west along Cochran Street to Maple Avenue; thence south along Maple Avenue to Birdsall Street; thence west along Birdsall Street to Elm Street; thence south along Elm Street to 127th Street; thence west along 127th Street to California Avenue; thence north along California to Birdsall Street extended west; thence west along Birdsall Street extended to the G. T. & W. Railroad; thence northerly along the G. T. & W.       (7)   Seventh ward. Beginning at the intersection of Vermont Street and Western Avenue; thence west along Vermont Street to Maple Avenue; thence north along Maple Avenue to York Street; thence east along York Street to Greenwood Avenue; thence north along Greenwood Avenue to the east and west alley lying between Walnut Street and Oak Street; thence west along said alley to the north and south alley lying just west of Greenwood Avenue; thence north along north and south alleys to 127th Street; thence east along 127th Street to Greenwood Avenue; thence north along Greenwood Avenue to Lewis Street; thence west along Lewis Street to the north and south alley lying between Ann Street and Maple Avenue; thence south along said alley to Birdsall Street; thence west along Birdsall Street to Elm Street; thence south along Elm Street to 127th Street; thence west along 127th Street to California Avenue; thence north along California to Birdsall Street extended west; thence west along Birdsall Street extended west to the G. T. & W. Railroad; thence south, west and east and generally counterclockwise on the west city boundary to the intersection of California Avenue and Vermont Street; thence east along Vermont Street to the G. T. & W. Railroad; thence southerly along the G. T. & W. Railroad to Stony Creek; thence southeasterly along Stony Creek to Grove Street extended west; thence east along Grove Street to Ann Street; thence south along Ann Street to James Street; thence east along James Street to Old Western Avenue; thence northerly along Old Western Avenue to Grove Street; thence east along Grove Street extended to Gregory Street; thence northerly along Gregory Street to Vermont Street; thence east along Vermont Street to the C. R. I. & P. Railroad; thence northerly along the C. R. I. & P. Railroad to Prairie Street; thence west along Prairie Street to Irving Avenue; thence south along Irving Avenue to the east and west alley lying just south of Prairie Street; thence west along Prairie Street to Gregory Street; thence south along Gregory Street to Walnut Street; thence west along Walnut Street to Western Avenue; thence south along Western Avenue to the point of beginning.
   (B)   Interpretation.
      (1)   The boundaries in this section are those set forth on the official 2010 census maps published by the United States Department of Commerce, Bureau of the Census. Where a boundary is given as a street, road or similar feature, the boundary shall be the centerline of the street, road or similar feature.
      (2)   Any part of the city which has not been described as included in one of the wards described in this section is included in the ward that is contiguous to the part and that contains the least population of all wards contiguous to the part according to the 2010 United States census.
      (3)   If any part of the city is described in this section as being in more than one ward such part is included within the ward that:
         (a)   Is one of the wards in which that part is listed in this section;
         (b)   Is contiguous to that part; and
         (c)   Contains the least population according to the 2010 United States census.
      (4)   If any part of the city is described in this section as being in one ward and is entirely surrounded by another ward, such part shall be incorporated into the ward that surrounds the part.
      (5)   If any part of the city is described in this section as being in one ward and is not contiguous to another part of the ward, such part is included within the contiguous ward that contains the least population according to the 2010 United State census.
   (C)   Newly annexed areas.
      (1)   Newly annexed areas contiguous to only one ward are part of the ward to which they are contiguous.
      (2)   If a newly annexed area is contiguous to more than one ward, it shall be part of the ward which contains the least population. Council shall determine which ward contains the least population in the annexation ordinance or by another method after the annexation is completed.
   (D)   Ward maps. The City Clerk shall cause maps showing the boundaries of the wards established by this section to be printed in sufficient quantity to meet demand. A copy of the map shall be available for public inspection during regular office hours and be available for sale to the general public for the amount indicated on the city’s fee and fine schedule. The City Clerk shall furnish free copies of the map to the County Clerk and the public library. If there is any discrepancy between the map and this section, this ordinance this section is based on shall govern.
