This chapter shall be in full force and effect from and after its passage and approval, as provided by law. If any provision of this subchapter is held to be invalid by a court of competent jurisdiction, that provision shall be stricken from this subchapter and the remainder of this subchapter shall continue in full force and effect to the extent possible.
