In addition to all other charges, costs and fees which are due the city from any person, firm or corporation, a processing fee as set forth in the city’s fee and fine schedule shall be charged to the account of any person, firm or corporation on whose behalf a check is tendered to the city in payment of any charge, cost or fee in the event such check is dishonored.
