When any person, firm or corporation is indebted to the city and such indebtedness has continued for 30 days, no money due to such person, firm or corporation from the city shall be paid to such person, firm or corporation nor shall any permit or license be issued to any such person, firm or corporation until such past due indebtedness of such person, firm or corporation has been fully paid.
