The neighborhood preservation program is designed to secure the following goals:
(A) To prevent the deterioration of housing and commercial and industrial establishments in the hereinafter designated neighborhoods;
(B) To preserve, coordinate and concentrate maintenance efforts by the city in the hereinafter designated neighborhoods;
(C) To promote private investment in housing and in the commercial and industrial establishments located in the hereinafter designated neighborhoods; and
(D) To promote community involvement in all such activities.
