§ 35.02 PROFESSIONAL FEES AND COSTS; REIMBURSEMENT.
   (A)   Any person, firm, partnership, corporation or interested party, submitting an application, plan, proposal, project, plat or other documentation or information to the city requiring review, approval or preparation of plats or materials by the City Engineer or any other professional whom the city must retain to perform the preparation or review, shall pay for and reimburse the city for the cost of the professional services rendered.
   (B)   The city may require that an appropriate deposit be made by the person, firm, partnership, corporation or interested party requiring the performance of the professional services as a condition of retaining the professional to perform the review. Any and all fees and costs for professional services incurred by the city shall be paid in full by the applicant before the final approval is authorized or the final document preparation is reviewed or completed.
   (C)   The professional services for which payment and reimbursement shall be required shall include, but not be limited to, the following:
      (1)   Plan review for all developments involving city streets and alleys;
      (2)   Preparation, review and recording of plats of vacation, plats of subdivision or other plats;
      (3)   Plan review and periodic job site inspections for all sewer work and waterway installation to be performed on private or public property involving issuance of permits by the Metropolitan Water Reclamation District;
      (4)   Plan review involving proposed road work and curb openings, relating to streets and highways controlled by the State Department of Transportation;
      (5)   Site inspection services concerning road and highway projects and infrastructure projects;
      (6)   Plan review and site inspection services for water, sewer, lighting, curbing and sidewalk projects;
      (7)   Advice and services rendered to provide the city with information regarding the location of benchmarks and property elevations;
      (8)   Plan review of all sewer work and waterworks installation for commercial buildings; and
      (9)   Engineering, legal, architecture or other professional services required due to the nature of the project, plan or proposal submitted to the city.
   (D)   Payment shall be made to the city and shall be deposited with the office of the City Clerk.
