§ 35.01 ECONOMIC DEVELOPMENT PLAN.
   (A)   The City Economic Development Plan shall be, and the same is hereby adopted by reference, the same as if its terms and provisions were set forth verbatim herein, as the primary economic development strategy of the city and that all actions that the city takes or sanctions to promote economic development should be in conformity with the Plan. Three certified copies of the City Economic Development Plan shall be on file in the office of the City Clerk.
   (B)   This section explicitly empowers the city administration to secure public and private investments and otherwise take actions to implement the Plan through means that include:
      (1)   Seeking grants from other units of government and issuing requests for proposals of private investments to carry out projects described in the plan;
      (2)   Negotiating dispositions of city-owned land, allocations of funds from TIF districts, and other commitments of city resources in agreements with public and private investment partners and service contractors, which agreements would be individually approved by the City Council; and
      (3)   Developing proposals for zoning, land use and design guideline ordinances, what would be individually approved by the City Council.
