The handbook entitled “Standards and Specifications for Soil Erosion and Sediment Control in Northeastern Illinois”, first edition, as compiled by area county soil and water conservation districts are incorporated into this chapter by reference for the purpose of delineating procedures and methods of operation under the development plans approved in §§ 155.15 through 155.25 of this chapter. In the event of conflict between provisions of the handbook and other provisions of this chapter, the provisions of this chapter shall govern.
