When the notice or order of vacation has not been complied with, and the City Manager or his authorized representative certifies such fact to the Police Chief of the City, together with a copy of the order of notice, it shall be the duty of the Chief to enforce such notice or order of vacation and to cause the premises to be vacated in accordance with the terms of such notice or order.
