(a) Notice to Remove. Any police officer and/or building inspector having knowledge or having reasonable cause to believe that there exists any unlawful condition as set forth herein shall report the same to the City Manager or his designee.
(b) Written Notice. If the City Manager or his designee after such inquiry and/or inspection as he shall deem necessary shall believe that a violation of this chapter has occurred, he shall cause a written notice to be prepared and served upon such owner and/or occupant requiring such owner or occupant to take proper action to abate such violation within a certain time to be specified in such notice. Upon the failure, neglect or refusal of any owner or agent so notified, to properly dispose of litter within ten days after receipt of written notice provided for in subsection (a) hereof, or within thirty days after the date of such notice in the event the same is returned to the Municipal and Safety Center because of its inability to make delivery thereof, provided the same was properly addressed to the last known address of such owner or agent, the City Manager or his designee is hereby authorized and empowered to pay for the disposing of such litter or to order its disposal by the City.
