No person shall place, throw, deposit or sweep into or upon any street, sidewalk, alley, park, public ground or public building, or into or upon the property of another, any junk, garbage, refuse or any other matter of an unsightly or unsanitary nature. This prohibition shall not apply to the placing of junk or refuse by a street or curb when permitted to do so by the City Manager or his designee on special clean-up days.
In any proceeding for violation of the provisions of this section the deposit of any of the aforementioned matter or materials on the street or public right-of-way in front of any property shall constitute a presumption that the occupant of such property was the person who deposited such matter or materials at the point where they were found; therefore, persons owning or occupying property shall keep the sidewalk in front of their premises free of litter.
