(a) Any animal or pet which accompanies an individual off the premises of the owner shall be kept on an appropriately sized leash that is not more than six feet in length. The leash shall be properly attached to the animal or pet and in the control of the individual at all times.
(b) At no time shall any animal be anchored in any way to or on public property or left unattended by its owner, keeper or harborer.
(c) Whoever violates this section is guilty of a minor misdemeanor.
