(a) No person owning, keeping or harboring pigeons in the City shall permit the premises whereupon the pigeons are kept to be or remain in any unhealthy, unsanitary or obnoxious conditions, or permit the aforesaid premises to be in such condition that obnoxious odors arising thereon are carried to adjacent public or private property. No person owning or harboring pigeons shall permit them to destroy or deface property.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
