The City Manager or his designee may, if in his opinion it is necessary for the protection of the public, issue an order prohibiting, for a certain time specified therein, any dog being at large in any public street or place, unless muzzled and on leash to prevent the dog from biting any person or animal. Such order shall be posted in three conspicuous places in the City for such time as the City Manager or his designee shall deem necessary. Any dog found at large during the existence of the quarantine order shall be impounded and may be destroyed by City authority without notice to the owner.
