309.15 PROHIBITIONS.
   The following prohibitions shall apply to all parades and public assemblies. No person shall:
   (a)   Stage, present, or conduct any parade or public assembly without first having obtained a permit as herein provided;
   (b)   Participate in a parade or public assembly for which the person knows a permit has not been granted:
   (c)   Being in charge of, or responsible for the conduct of, a duly licensed parade or public assembly, knowingly fail to comply with any condition of the permit;
   (d)   Engage in any activity as part of a parade or public assembly that is in violation of any statute or regulation set forth by the United States, State of Ohio, or City of Blue Ash;
   (e)   While participating in any parade or public assembly carry or possess any poles, sticks or clubs made of wood, metal, plastic or any rigid material or any other instrument, device or thing that is capable of inflicting serious physical harm, that is designed or specially adapted for use as a weapon or that is possessed, carried or used as a weapon. The prohibitions imposed by this Section do not apply to a wooden stick used to elevate or support a sign, poster, plaque, flag, pennant, or notice, provided that such object is blunt on both ends and is not more than one- fourth inch or less in thickness and two inches or less in width, or if not generally rectangular in shape, such object shall not exceed three-fourths inch in its thickest dimension. Any such wooden stick shall not exceed forty (40) inches in length. The prohibitions in this section do not apply to canes, crutches or any other similar device used by persons who are visually or physically impaired, nor to law enforcement officers and city employees acting within the scope of their duties. All signs are subject to inspection by the City for compliance with the provisions set forth within this chapter;
   (f)   Carry any sign, poster, plaque, flag, pennant, or notice, whether or not mounted on a length of materials as specified in subsection (e) of this section, unless such sign, poster, plaque, flag, pennant, or notice is constructed or made of a cloth, paper, or cardboard material;
   (g)   Carry any sign or poster that is more than ten (10) square feet in area, unless participating in a “parade” as defined in Section 309.01 (b).
   (h)   While participating in a parade or public assembly utilize sound amplification equipment that creates a substantial nuisance;
   (i)   Ride, drive, or cause to be ridden or driven any animal or any animal-drawn vehicle upon any public street, unless specifically authorized by the permit. The prohibitions in this section do not apply to law enforcement officials using police dogs and engaged in the performance of their duties, or unless such animal is used as a guide for a disabled individual.
