309.06 PUBLIC SAFETY, PUBLIC WORKS, AND RECREATION SERVICES.
   (a)   The Chief of Police or his designee shall determine whether and to what extent additional police protection is reasonably necessary for the parade or public assembly for traffic control and public safety. The Chief of Police or his designee shall base this decision on the size, location, duration, time and date of the event, the number of streets and intersections blocked, and the need to detour or preempt citizen travel and use of the streets and sidewalks. The speech content of the event shall not be a factor in determining the amount of police protection necessary. If possible, without disruption of ordinary police services or compromise of public safety, regularly scheduled on-duty personnel will police the event.
   (b)   If additional police protection for the public assembly is deemed necessary by the Chief of Police or his designee he shall so inform the applicant indicate on the application for the permit. The applicant shall then have the duty to secure the police protection deemed necessary by the Chief of Police or his designee at the sole expense of the applicant unless this requirement is otherwise waived by the City Manager or his designee.
   (c)   The Fire Chief or his designee shall determine whether and to what extent additional fire or EMS presence is reasonably necessary for the parade or public assembly for public safety. The Fire Chief or his designee shall base this decision on the size, location, duration, time and date of the event. The speech content of the event shall not be a factor in determining the amount of fire or EMS protection necessary. If possible, without disruption of ordinary fire or EMS services or compromise of public safety, regularly scheduled on-duty personnel will staff the event.
   (d)    If additional fire or EMS services for the public assembly are deemed necessary by the Fire Chief or his designee, he shall so indicate on the application for the permit. The applicant shall then have the duty to secure the fire or EMS services deemed necessary by the Fire Chief or his designee at the sole expense of the applicant unless this requirement is otherwise waived by the City Manager or his designee.

   (e)   The Public Works Director or his designee shall determine whether and to what extent additional public works measures are reasonably necessary for the parade or public assembly for traffic control and public safety. Public Works Director or his designee shall base this decision on the size, location, duration, time and date of the event, the number of streets and intersections blocked, and the need to detour or preempt citizen travel and use of the streets and sidewalks. The speech content of the event shall not be a factor in determining the amount of public works services necessary. If possible, without disruption of ordinary public works services or compromise of public safety, regularly scheduled on-duty personnel will staff the event.
 
   (f)   If additional public works services for the public assembly are deemed necessary by the Public Works Director or his designee, he shall so indicate on the application for the permit. The applicant shall then have the duty to secure the public works services deemed necessary by the Public Works Director or his designee at the sole expense of the applicant unless this requirement is otherwise waived by the City Manager or his designee.

   (g)    The Director of Parks and Recreation or his designee shall determine whether and to what extent additional recreation services are reasonably necessary for the parade or public assembly. The Director of Parks and Recreation or his designee shall base this decision on the size, location, duration, and time and date of the event. The speech content of the event shall not be a factor in determining the amount of recreation services necessary. If possible, without disruption of ordinary recreation services, regularly scheduled on-duty personnel will staff the event.
   (h)   If additional recreational services for the public assembly are deemed necessary by the Director of Parks and Recreation or his designee, he shall so indicate on the application for the permit. The applicant shall then have the duty to secure the recreation services deemed necessary by the Director of Parks and Recreation or his designee at the sole expense of the applicant unless the requirement is otherwise waived by the City Manager or his designee.
