There shall be provided at the time any building is erected or structurally altered, off-street loading spaces in accordance with the following:
(a) All commercial, manufacturing, and industrial uses. Unless waived or modified by the Board of Site Arrangement, where such a use is located in a manner that a truck must back directly from a major street into the loading space, a maneuvering space of not less than forty-nine (49) feet shall be provided.
(b) Enlargements and extensions. Unless waived or modified by the Board of Site Arrangement, all buildings used fully or partially for a commercial purpose shall conform to the regulations of this section when such building is enlarged or extended.
