Whoever violates the provisions of this chapter shall be guilty of a minor misdemeanor and shall be assessed any costs incurred by the municipality in disposing of such motor vehicle, junk motor vehicle, junk motor vehicle parts, or motor vehicle in an inoperative condition, less any money accruing to the municipality from such disposal. Each day that a violation of this chapter continues constitutes a separate offense and each violating vehicle or part constitutes a separate offense.
