1713.04 STANDARDS FOR COMMERCIAL AND INDUSTRIAL STRUCTURES.
   The address shall be placed on all commercial and industrial structures so as to insure visibility from the nearest fronting road. If the commercial or industrial structure is not visible from the nearest fronting road, the street address shall be posted in a conspicuous manner so as to be visible from the nearest fronting road or fire lane.
   (a)    The numbers shall be in standard Arabic form of a size at least five (5) inches by three (3) inches, or larger if necessary to be visible from the nearest fronting road and in a color distinguishable from its background with the exception that existing posted numerals shall be acceptable hereunder if so visible as to adequately identify each commercial or industrial structure.
   (b)    In the event that commercial or industrial structures located in a complex or elsewhere are not clearly visible from the nearest public service thoroughfare or fire lane, the owner of such structures shall use a system of identification that is reasonably calculated to be readily identifiable by public service and emergency personnel.
   (c)    The City Manager or his/her designee shall have the authority to approve any such identification system proposed in writing by owners of commercial or industrial structures. Such written approval obtained from the City Manager or his/her designee shall be prima facie evidence of compliance with this standard.
   (d)    Rear Property Identification. In commercial and industrial complexes having two (2) or more occupants and with each having rear/remote door access, such doors shall be identified by the assigned street address and tenant identification.
