1711.84 CORRECTION OF DILAPIDATED AND OTHER CONDITIONS.
   If the City Manager or his designee finds:
   (a)   A property which, because of dilapidated or burned out buildings, unfilled holes, basements, tanks or other conditions, endangers life and has a detrimental effect on the public health, safety or welfare; or
   (b)   A structure or property that is lacking in maintenance and upkeep so as to cause a detrimental effect on the public health, safety or welfare, or to constitute blighting or deteriorating influence on other property or cause substantial diminution in the value of other property;
   he shall order such hazards removed and/or such conditions remedied, and shall give notice of such order in accordance with Section 1711.82. Upon failure, neglect or refusal of any owner or agent so notified to properly correct violations within fifteen days after written notice provided for in Section 1711.82, the City Manager or his designee shall serve notice upon the owner, agent or person to vacate or cause the vacation of such premises or portion thereof designated in the notice. It shall then be the duty of the owner, agent or person to vacate or cause vacation of the premises within ten days from the date of the service of the notice, or within a shorter time, not less than twenty-four hours in any case, as may be specified in the notice.
   The City Manager or his designee may also proceed as set forth in Section 1711.85(e).
